Class 1

Conditions: The certification of handlers (class 1) is limited to:

i. Handlers in control of detonation and deflagration of class 1 substances for the following industry types: storage for distribution, quarrying, surface mining, underground mining coal, underground mining metalliferous, tunnelling, land operations, construction, demolition, transport, underwater, snow avalanche control, electrical supply and transmission, propellants, seismic surveys/exploration, explosive detection and use in the oil and gas industry.

ii. Handlers in control of the transfer of class 1 substances from one type of transport to another [Part 9, subpart 5, Health and Safety at Work (Hazardous Substances) Regulations 2017].

iii. Handlers manufacturing commercial explosives containing ammonium nitrate and ammonium nitrate/fuel oil (ANFO).

Class 6

Conditions: The certification of handlers (class 6) does not include agrichemicals, veterinary medicines, fumigants and vertebrate toxic agents.

Conditions: The certification of locations where class 5.1.1 substances are present is limited to: storage and use of ammonium nitrate for the manufacture of class 1.1D (explosive) substances; and the storage of other class 5.1.1 substances in closed packages to a maximum quantity of 3,000 kg or 3,000 L.
 
Classes 2.1.1, 2.1.2 or 3.1
Locations where classes 2.1.1, 2.1.2 or 3.1 substances are present [Regulation 10.34, Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
 
Conditions: The certification of locations where class 2.1.1 substances are present is limited to: packages (cylinders) to a maximum aggregate quantity of 1,000 kg or 1,000 cubic meters (permanent gases);
The certification of locations where class 3.1 substances are present is limited to: storage in closed packages in one or more AS 1940 cabinets; closed packages with a maximum aggregate quantity of 2,000 L in a store in a building or a maximum aggregate quantity of 10,000 L in a type D store in a building as per Regulation 11.31, Health and Safety at Work (Hazardous Substances) Regulations 2017; closed packages with a maximum aggregate quantity of 10,000 L for storage in Type A, B, C and D building; and use up to a maximum aggregate quantity of 450 L.
