Conditions: The certification of handlers (class 1) is limited to:

i. Handlers in control of detonation and deflagration of class 1 substances for the following industry types: construction, electrical supply and transmission, explosive detection, land operations, mechanical/engineering processes, oil and gas industry, propellants, quarrying, research, seismic survey/exploration, storage for distribution, surface mining, transport for distribution, tunnelling, underground mining - metalliferous, underwater.

ii. Handlers in control of the transfer of class 1 substances from one type of transport to another [Part 9, subpart 5, Health and Safety at Work (Hazardous Substances) Regulations 2017].

iii. Handlers manufacturing commercial explosives containing ammonium nitrate and ammonium nitrate/fuel oil (ANFO).
