Handlers in control of detonation and deflagration of class 1 substances for the following sector or industry specific type of work: commercial transport, construction work, explosives detection work, land operations, oil and gas industry work, pyrotechnical work, quarrying, seismic surveys and exploration, storage for distribution, surface mining, underground mining – metalliferous, work with propellants.
ii. Handlers in control of the transfer of class 1 substances from one type of transport to another [Part 9, subpart 5, Health and Safety at Work (Hazardous Substances) Regulations 2017].
iii. Handlers manufacturing commercial explosives containing ammonium nitrate and ammonium nitrate/fuel oil (ANFO).
iv . Handlers manufacturing propellants of class 1.1C (UN0160) and 1.3C (UN0161 and UN0499), and black powder of class 1.1D (UN0027).
v. Handlers manufacturing class 1 substances for pyrotechnical work.

ii. below ground tanks with a maximum capacity of 120,000 L per tank used or intended to be used to contain a hazardous substance.

The authorisation for stationary container systems – installation and for which a compliance plan is in effect does not include: 
The authorisation does not include stationary container systems that include transfer line between ship and stationary tank [Regulation 17.91(2)(i)(iii), Health and Safety at Work (Hazardous Substances) Regulations 2017].
The authorisation for stationary container systems does not include certification of a design as per regulation 17.93(1)(a) [Health and Safety at Work (Hazardous Substances) Regulations 2017].
The authorisation of stationary container systems does not include certification of a fabricator for the purpose of constructing a stationary tank or process container in accordance with a design as per regulation 17.93(1)(b) [Health and Safety at Work (Hazardous Substances) Regulations 2017].

Scope: The authorisation is for the installation of stationary tanks as per regulation 17.91(2)(b)(iii) and is limited to:
i. above ground tanks up to maximum capacity of 20,000,000 L per tank used or intended to be used to contain a hazardous substance.
ii. below ground tanks with a maximum capacity of 120,000 L per tank used or intended to be used to contain a hazardous substance.

The authorisation for stationary tanks does not include: 
The authorisation for stationary tanks does not include a design that is to be certified as per regulation 17.91(2)(b)(i) [Health and Safety at Work (Hazardous Substances) Regulations 2017].
