Class 1
Certified handlers in control of class 1 substances [Regulations 4.1 and 9.3, Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The certification of handlers (class 1) is limited to:
i. Handlers in control of detonation and deflagration of class 1 substances for the following industry types: construction, electrical supply and transmission, explosive detection, land operations, mechanical/engineering processes, oil and gas industry, propellants, quarrying, research, seismic survey/exploration, snow avalanche control, storage for distribution, surface mining, transport for distribution, tunnelling, underground mining - metalliferous, underwater.
ii. Handlers in control of the transfer of class 1 substances from one type of transport to another [Part 9, subpart 5, Health and Safety at Work (Hazardous Substances) Regulations 2017].
iii. The manufacture lifecycle for class 1 substances applies only to handlers manufacturing commercial explosives containing ammonium nitrate and ammonium nitrate/fuel oil (ANFO), propellants of class 1.1C (UN0160) and 1.3C (UN0161 and UN0499), and black powder of class 1.1D (UN0027).
i. Handlers in control of detonation and deflagration of class 1 substances for the following industry types: construction, electrical supply and transmission, explosive detection, land operations, mechanical/engineering processes, oil and gas industry, propellants, quarrying, research, seismic survey/exploration, snow avalanche control, storage for distribution, surface mining, transport for distribution, tunnelling, underground mining - metalliferous, underwater.
