Approved Filler (Gas Cylinders)
Approved fillers of gas cylinders [Regulation 15.66, Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
 
Conditions: The certification of approved fillers is limited to fillers charging cylinders with class 2.1.1 substances, oxygen gas, non-hazardous substances and compressed air, including breathing air.
When charging Self Contained Breathing Apparatus (SCBA), including Self Contained Underwater Breathing Apparatus (SCUBA), the approval for fillers is limited to breathing air as set out in AS/NZS 2299.1:2015.

Class 6
Certified handlers in control of class 6 substances [Regulations 4.1 and 13.9, Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
 
Conditions: The certification of handlers (class 6) does not include agrichemicals, veterinary medicines, fumigants and vertebrate toxic agents.
 
 
Life cycles: disposal, storage, use

Compliance Plan
Existing Stationary Container Systems for which a compliance plan is in effect [Regulation 17.91 and Schedule 1 Clause 45, Health and Safety at Work (Hazardous Substances) Regulations 2017]

Class 5.1.1 or 5.1.2
Locations where classes 5.1.1 or 5.1.2 substances are present [Regulation 12.17, Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
 
Conditions: The certification of locations where class 5.1.1 solid substances are present has no threshold limitation.
The certification of locations where class 5.1.1 liquid substances are present is limited to storage in packages or stationary tanks up to a maximum capacity of 25,000 L per tank.
The certification of locations where class 5.1.2 substances are present is limited to:
i. cylinders in storage and in use up to a maximum aggregate quantity of 5,000 kg (non-permanent gases) or 1,500 cubic meters (permanent gases); and
ii. Liquid oxygen in stationary container systems, for which no threshold applies.
 
Class 3.1
Locations where class 3.1 substances are present [Regulation 10.34, Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
 
Conditions: The certification of locations where class 3.1 substances are present authorised for:
i. storage in packages in cabinets; and
ii. storage in packages in a store in a building with a maximum aggregate quantity of 10,000 L; and
iii. storage of packages in a separate building or external storage area to a maximum aggregate quantity of 25,000 L; and
iv. storage in stationary container systems up to a maximum aggregate quantity of 220,000 L; and
v. storage in a retail shop as per Regulations 11.32 and 11.33, Health and Safety at Work (Hazardous Substances) Regulations 2017; and
vi. use up to a maximum aggregate quantity of 10,000 L; and
vii. paint mixing rooms that are compliant with AS/NZS4114.
 
Classes 6 or 8
Locations where classes 6 or 8 substances are present [Regulation 13.38, Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
Class 2.1.1
Locations where class 2.1.1 substances are present [Regulation 10.34, Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
 
Conditions: The certification of locations where class 2.1.1 substances are present is limited to liquified petroleum gas (LPG) in:
i. packages (cylinders) to a maximum aggregate quantity of 10,000 kg;
ii. storage in a stationary container system.

Installation
The installation of Stationary Container Systems [Regulation 17.91(2)(b), Health and Safety at Work (Hazardous Substances) Regulations 2017]
 
 
Conditions: The installation of Stationary Container System s [Regulation 17.91(2)(b), Health and Safety at Work (Hazardous Substances) Regulations 2017]
The authorisation for above ground stationary container systems is limited to systems with a maximum capacity of 60,000 L per tank used or intended to be used to contain a hazardous liquid.
The authorisation for below ground stationary container systems is limited to systems with a maximum capacity of 110,000 L per tank used or intended to be used to contain a class 3.1 hazardous liquid.
The authorisation does not include stationary container systems that include transfer line between ship and stationary tank [Regulation 17.91(2)(i)(iii), Health and Safety at Work (Hazardous Substances) Regulations 2017].
The authorisation for stationary container systems does not include the repair and alterations of above ground or below ground tanks [Regulation 17.91(2)(l), Health and Safety at Work (Hazardous Substances) Regulations 2017].
The authorisation for stationary container systems does not include certification of a design as per regulation 17.93(1)(a) [Health and Safety at Work (Hazardous Substances) Regulations 2017].
The authorisation of stationary container systems does not include certification of a fabricator for the purpose of constructing a stationary tank or process container in accordance with a design as per regulation 17.93(1)(b) [Health and Safety at Work (Hazardous Substances) Regulations 2017].
