Conditions: The certification of handlers (class 1) is limited to:
i. Handlers in control of detonation and deflagration of Class 1 substances for snow avalanche control, construction work, electricity supply and transmission, land operations, pyrotechnical work, and seismic surveys and exploration;
ii. Handlers manufacturing water gel explosives (containing ammonium nitrate) and ANFO (ammonium nitrate/fuel oil) only;
iii. Handlers in control of the transfer of Class 1 substances from one type of transport to another [Part 9, subpart 5, Health and Safety at Work (Hazardous Substances) Regulations 2017].

- Mr Craig must perform the functions of a compliance certifier in an objective manner that promotes safety.
