Classes 6 or 8
Locations where classes 6 or 8 substances are present [Regulation 13.38, Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The certification of locations where classes 6 or 8 substances are present is authorised for storage in above ground stationary container systems only.
Class 3.1
Locations where class 3.1 substances are present [Regulation 10.34, Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The certification of locations where class 3.1 substances are present is authorised for storage in above ground stationary container systems only.
Installation
The installation of Stationary Container Systems [Regulation 17.91(2)(b), Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The authorisation for stationary container systems (installation, transfer point pipework, repair, alteration and maintenance, and compliance plan) [Regulation 17.91(2)(b), Health and Safety at Work (Hazardous Substances) Regulations 2017] is limited to above ground tanks that were:
a) installed prior to 1 July 2006 (existing) which have previously been certified or;
b) installed subsequent to 1 July 2006 which have previously been certified,
and, in either case, with the following maximum capacity:
i. above ground tanks with a maximum capacity of 1,500,000 L per tank used or intended to be used to contain a class 3.1, 6 or 8 hazardous substance.
The authorisation for stationary container systems does not include:
i. stationary container systems with a vapouriser [Regulation 17.91(2)(f), Health and Safety at Work (Hazardous Substances) Regulations 2017].
ii. installations for burning class 3.1 substances [Regulation 17.91(2)(g), Health and Safety at Work (Hazardous Substances) Regulations 2017].
iii. stationary container systems connected to a burner [Regulation 17.91(2)(g) and (h), Health and Safety at Work (Hazardous Substances) Regulations 2017.
iv. stationary container systems that include dispensers [Regulation 17.91(2)(m), Health and Safety at Work (Hazardous Substances) Regulations 2017
v. a design that is to be certified as per regulation 17.93(1)(a) [Health and Safety at Work (Hazardous Substances) Regulations 2017].
vi. a fabricator for the purpose of constructing a stationary tank or process container in accordance with a design as per regulation
17.93(1)(b) [Health and Safety at Work (Hazardous Substances) Regulations 2017].
a) installed prior to 1 July 2006 (existing) which have previously been certified or;

and, in either case, with the following maximum capacity:

Stationary Container Systems that include transfer line between ship and stationary tank [Regulation 17.91(2)(i)(iii), Health and Safety at Work (Hazardous Substances) Regulations 2017]
Repair, Alteration and Maintenance
The repair, alteration and maintenance of Stationary Container Systems including above ground or below ground tanks [Regulation 17.91(2)(l), Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The authorisation for stationary container systems includes the repair, alteration and maintenance of an above ground stationary tank in accordance with API 653 or EEMUA 159 or relevant safe work instrument [Regulation 17.82(1), Health and Safety at Work (Hazardous Substances) Regulations 2017].
Conditions that apply for this authorisation
- Mr Ravikumar Damodaran must perform the functions of a compliance certifier in an objective manner that promotes safety.
- Mr Ravikumar Damodaran must remain a fit and proper person throughout the period of this authorisation.
