Class 1
Certified handlers in control of class 1 substances [Regulations 4.1 and 9.3, Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The certification of handlers (class 1) is limited to:
i. Handlers in control of detonation and deflagration of class 1 substances for the following industry specific type of work: construction work, demolition, electrical supply and transmission work, explosive detection work, land operations, oil and gas industry work, quarrying, seismic surveys and exploration, snow avalanche control, storage for distribution, surface mining, transport, tunnelling, underground mining-coal, underground mining-metalliferous, underwater work and work with propellants.
ii. Handlers in control of the transfer of class 1 substances from one type of transport to another [Part 9, subpart 5, Health and Safety at Work (Hazardous Substances) Regulations 2017].
iii. Handlers manufacturing commercial explosives containing ammonium nitrate and ammonium nitrate/fuel oil (ANFO).
i. Class 5.1.1
Locations where class 5.1.1 substances are present [Regulation 12.17, Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The certification of locations where class 5.1.1 substances are present is limited to:
i. storage and use of ammonium nitrate and ammonium nitrate mixtures for the manufacture of class 1.1D (explosive) substances; and
ii. the storage of other class 5.1.1 substances in closed packages to a maximum quantity of 3,000 kg or 3,000 L.

Class 1

Classes 2.1.1, 2.1.2 or 3.1
Locations where classes 2.1.1, 2.1.2 or 3.1 substances are present [Regulation 10.34, Health and Safety at Work (Hazardous Substances) Regulations 2017]
Conditions: The certification of locations where class 2.1.1 substances are present is limited to packages (cylinders) to a maximum aggregate quantity of 1,000 kg or 1,000 cubic meters (permanent gases);
The certification of locations where class 3.1 substances are present is limited to:
i. storage in closed packages in one or more AS 1940 cabinets;
ii. closed packages with a maximum aggregate quantity of 2,000 L in a store in a building or a maximum aggregate quantity of 10,000 L in a type D store in a building as per Regulation 11.31, Health and Safety at Work (Hazardous Substances) Regulations 2017;
iii. closed packages with a maximum aggregate quantity of 10,000 L for storage in Type A, B, C and D building;
iv. storage in retail stores and shops as per Regulations 11.32 and 11.33, Health and Safety at Work (Hazardous Substances) Regulations 2017; and
v. use up to a maximum aggregate quantity of 450 L.
The certification of locations where class 3.1 substances are present is limited to:
i. storage in closed packages in one or more AS 1940 cabinets;
ii. closed packages with a maximum aggregate quantity of 2,000 L in a store in a building or a maximum aggregate quantity of 10,000 L in a type D store in a building as per Regulation 11.31, Health and Safety at Work (Hazardous Substances) Regulations 2017;
iii. closed packages with a maximum aggregate quantity of 10,000 L for storage in Type A, B, C and D building;
iv. storage in retail stores and shops as per Regulations 11.32 and 11.33, Health and Safety at Work (Hazardous Substances) Regulations 2017; and
v. use up to a maximum aggregate quantity of 450 L.
Conditions that apply for this authorisation
- Mr Storrie must perform the functions of a compliance certifier in an objective manner that promotes safety.
- Mr Storrie must remain a fit and proper person throughout the period of this authorisation.
